Underground Cities

What if there was a safe place to go, say, when a terrible disastrous event was going to happen, within a matter of weeks. Do you think that the governments would notify the 'regular' people, to let them know that there is a safe place for them to go, until it was considered 'safe' for everyone to go back up to the earth's surface?
I don't know about you, but somehow I am thinking that most of us might not be considered to be important enough for them to be concerned about our well being.
Now, I do know there is always a possibility that our governments really do care about the regular people, but I also have a feeling that unless you work in the medical or scientific field, or you are one of the, so called 'important' government employees, probably not including some of the people working in the U.S. congress or the house, especially those, who are there for the regular people, but I say, " Don't worry my friends, maybe we will be better off, leaving this messed up earth behind, so that we can return in another life,in a different time and space, and there we can finally learn to live in perfect harmony with one another, where money will mean nothing to us.
I know this is hard to imagine at this time, but the new age is coming, whether we like it or not. I am one, who has decided to embrace the new age, because greed is bad, and if you think about it, greed is what caused our economy to go bust. With all that said, here are a few reasons, why these underground cities may not work.
The first reason would be that if Planet X enters our solar system, it would then orbit between the earth and the sun, causing the earth to become dark, because planet x is a lot bigger than the earth, therefore it would block out the sun, and it would also cause the earth to stop rotating, so that a pole shift would occur, which would then cause great devastation to the earth, inside and outside.
The next reason is worse, because it is a no win situation. If a bigger than usual asteroid was to collide with the earth, the impact would be so powerful that it would cause much devastation. Some scientists say that a powerful enough hit, could possibly cause the earth to explode, or the earth could get pushed out of orbit, which could cause the earth to get caught in the suns gravitational pull, which would then pull the earth in to the sun.
So, with all of this said, and providing that the earth doesn't get hit by a gargantuan sized asteroid any time soon, my question is, "If the people, in the know, are suddenly aware, that impending doom and imminent disasters, were definitely going to happen to the earth, in a matter of weeks, do you think that they would give us fair warning, so that we would have enough time to get in touch with our loved ones, to tell them one last time that we love them, and to say good bye, or do you think that they will just secretly start going underground, with their free pass to try to save themselves, because they decided that those regular people left behind, aren't important enough to save?" This is also known as 'playing god.'
